On Naruto Sekai, the villages of the series have yet to exist, and in fact, may never do so - not as we know them anyway. Instead, the players take part in creating the world, by populating it with villages. Only five village spots will be available to start with, each placed in one of the five great countries: Fire, Water, Wind, Earth and Lightning. However, the name, clans and even general views are up to the players.
Villages are made when a Clan leader makes a deal with a country. The leader then names the village, decides on their general views and is made Kage of that village. Clans may then join the village, forming unique villages which may very well be different from those of the original Naruto world.
Clans are made when someone takes the leader spot, allowing more people to join the clan. However, as soon as a clan is made, the leader must decide whether to make a village (if there are spots left) or join an already existing one.
EXAMPLE: Hyuuga Hazama is the head of the Hyuuga Clan. He must now decide what path the clan should walk, whether they join the existing village of Getsugakure, or make their own. If they choose to join with Getsugakure, the clan will become part of this village, and all who join the clan must be of this village. However, Hazama does not agree with the views of the village, and instead sets up his own village in the Fire country, which he names Taiyougakure. He then decides that the views of the village is highly militaristic.
