Yuri sat in her chair at the head of the command table, perfectly placed at the centre of the fortress that was Choutengakure. From this room, messages could be sent out to anywhere in the village, and indeed the continent, and it was appropriately guarded. It was the safest place in the world for Yuri, and yet she felt exposed. Both her clan heads were off collecting the last of the information on the state of the village, in preparation for their first village strategic meeting, and though she was surrounded by layer upon layer of guards, it didn't feel right to not have one of them beside her. She shook her head, and busied herself running possible scenarios in her head, and how she would counter them. "Target breaks through main door, duck, shadow stitch, drop eggshell, exit through tunnel B..." She began idly jotting down her thoughts as they progressed in a flow chart.

Sora walked up to the guards surrounding her Kage's current position and looked the taller one in the eye daring him to question her authority over her entering. But as was custom or rather precaution the senior of the guards stuck his head inside the door and announced her presence to the Raikage. With her gourd full of water on her back and her whip on her hip she walked into the room before taking her place at the table. The short girl looked tiny at the large table but she was used to the odd looks. Handing her Raikage a scroll detailing the defenses of the outer wall and the provisions they held. An estimation on the effectiveness of the troops placed there was also on display on the bottom of the scroll. With no need for words Sora awaited the Raikage's inspection of the scroll.

“Stand up straight,” Rei growled as she walked past a guard ninja who seemed to be slacking on his posture. As she walked through the halls, the tall woman got more than a few intimidated glances, but she ignored them. She had a place to be, after all, and that place had her close to the Raikage, the only person she would ever put before herself...
Entering the room before the guards could stop her, the woman stood up straight, slammed a fist into her chest as a form of salutation, and bowed. “Raikage-sama!” she exclaimed, before standing up straight and taking a seat by the table, across from one Arashi Sora. The two had not talked much, but she knew the woman was an exceptional user of ninjutsu. Bah.
“The inner guard is strong, though could use some more discipline if you ask me,” the Ryuujin said, before handing the Raikage a scroll, detailing what she had just put into simple terms.

Yuri nods a greeting to each of them as they arrive, and pulls the first scroll towards her, pouring herself a drink. Setting the cup to one side, she replies, "I chose them for their talent, not their discipline. That edge of the blade would serve to be honed, however." She unfurls the scroll, and begins reading it. "Work on the grand stairway defences... Stalled? It is within our purview, does the lord really want to nitpick over this...?" She sighs, setting the scroll to one side. "I'm sure your reports are accurate to a tee. But I would prefer to hear your thoughts on the matters. What do you think is lacking most in the village at the moment?" No man is an island, and she was no different. Every good leader has advisers for a reason.

Sora gathered her thoughts on the matter at hand before giving her response. "The ability of the Shinobi guarding the outer wall is lacking. They know not what to do from such a long distance. They are better suited to mid range attacks as are their forte. However with practice these skills could be honed and they are not a lost cause." The Arashi leader spoke with an air of grace even though her voice was rather high. The shinobi at the outer wall were meant to be the first line of defense against a surprise attack and she believed at the moment should an attack come they would stand there flabbergasted until they were too close to implement their long range tactics.

Rei listened to the pipsqueak's report, before she opened her own mouth to give her thoughts. “The internal defenses are also still taking shape. There is too much local infighting, as the various clans can't agree on anything. However...” she paused, as she stuck a hand into her supply pouch.
“I have taken the liberty to start the formation of a special task force,” she said, pulling forth a scroll, on which it said “ANBU” followed by the word “Kimitsu”, meaning “Highly Classified”. Placing it in front of the Raikage, she spoke again.
“The Annei Butai, or ANBU for short, is to be a special task force personally trained by me, to ensure order within the village walls, as well as protection of the citizens. They will be in charge of reducing the infighting to a minimum, while they will help the regular forces when needed.” She paused again, leaning back with her arms crossed. “It'll still be a while till it is ready for action, though.”

Yuri leans back in her chair and thinks for a moment. "Have the outer guards practise using the tunnels to run interference on a group approaching up the main staircase. The rest of the mountain is too difficult to bring in a significant force. Otherwise, they need to be guarding the walls. If a smaller force can get up to the walls, their mid range styles will be perfect for the closer range fighting, maintaining our advantage."
She turns to Rei. "As for this... ANBU you called it?" She reads through the scroll quickly. "It has my seal of approval for the time being. I assume you were thinking of training them as an elite force?" She smirks. "I know what you are like. Don't neglect their training. Taijutsu is what it is, and that is a tool. Tools that cannot function without support from their brethren. Play to their talents, especially." She goes back to reading the scroll. "Make sure to focus on maintaining order and discipline for the time being. We can't afford to have fissures this early on. Sora." She turns to face her. "I want you to assist Rei in this. We need to show solidarity, and even if you aren't involved with this... ANBU, you are to be my word in this regard. Show that we are all in agreement, and the others will follow suit."

"As you wish Raikage-Sama." She turned her head to face Rei and silently nodded to the man in understanding. The two shared an understanding on the matter. "Is that all you wish of us today?" Sora asked her Kage dutifully as her whip jingled slightly with her movements. Sora had heard many things about Rei mainly that she had fought to the death with her previous clan leader. While the woman seemed dangerous the Raikage trusted her which meant Sora trusted her. The ANBU this woman mentioned seemed like a very good idea as it would be a unit inside of the village focused on keeping the peace between them all in this delicate situation of newly formed bonds.

“Yes, Raikage-sama,” Rei said, bowing her head respectfully, as she was spoken to, before hearing that Sora would apparently be helping her with her project. This, she did not like in the slightest, but there was no going against the Raikage's orders. “As you wish, Raikage-sama.”
Moving her head back up in an upright position, she looked at Sora, then at the Kage, awaiting anything further. She wanted to go and work on the ANBU right away, but she had to wait till the Raikage allowed her, or rather, them to leave.

Yuri reads the scrolls over once more, poring over the details finely. Finally, she nods, and stands, placing the scrolls each in a slot on the wall, seemingly at random. She turns back to fave the two of them. "See to your tasks. Report to me any progress. Dismissed!"
