So, I've been working on the Bijuu rules for some time, and I've been thinking. Since we're an AU universe with unique villages and unique clan combos, why not make the Bijuu unique, either by revising them or completely remake the whole Jinchuuriki system to work on any chakra spirit, which we then make up.
The first option we would still have nine beasts, but some would be changed or revised. An example would be replacing the eight tailed ox with an eight tailed snake (Yamata no Orochi). This could potentially make it easier for me to make them equal in strength, as I don't have to think about the canon abilities of the Bijuu.
The second option we could ahve any number of chakra monsters, though we probably should not have too many obviously. If everyone has them, they're no longer special. An example would be to use a common japanese mythological creature as the base for a chakra based demonic spirit, such as a Bakeneko(changed cat), Bakemujina (changed badger) or the example from before, Yamata no Orochi.
We could also scrap the idea completely, but I will leave this up to the players. I personally do not think we should remove them completely, as Jinchuuriki is inevitably a large part of Naruto, but I will refrain from voting on this and let you, the players, decide :3
